Newcastle Emlyn’s Town Council meets on the third Thursday of each month (with the exception of August and December) at 7.00pm the Teifi Valley Day Centre.

Disabled Access
The Town Council until 2004 met in the upstairs Council Chamber of the Market Hall. Unfortunately the Council Chamber has no disabled access and no toilets. In order to comply with the Disability Discrimination Act, it was decided that all future public meetings would be held at Teifi Valley Day Centre until such time as the Market Hall Council Chamber is upgraded. The Day Centre has good access, nearby parking and disabled toilets.
Language Policy
More than 50% of councillors are non-Welsh speakers so meetings are held through the medium of English. If anyone requested a translation into Welsh, this would be provided.
Right of the public to speak
Anyone on the electoral role for the Newcastle Emlyn Ward has the right to address the assembled councillors for two minutes at the beginning of a regular council meeting.
The idea was first proposed in 2003 and works as follows:
- The initial ten minutes of each regular council meeting would be set aside for public participation.
- Under local government regulations only persons registered on the electoral roll of the Town would be permitted to speak.
- Electors would be able to speak for a maximum of two minutes each within the allotted ten minutes. If several electors wish to express similar views a spokesman would be encouraged to speak on behalf of the group.
- When electors wishing to speak arrive at the meeting they would be required to give their names to the Clerk and say that they wish to speak.
- The Clerk will accept only the first five names given.
- To avoid arguments and keep the length of meetings to a reasonable level, councillor’s will not enter into discussion with electors during the ten minutes allocated for public participation.
- Topics raised would normally be placed on the Town Council agenda for the next meeting, unless the Chairman decides that the matter is very urgent in which case it will be discussed under “Any other matters which the Chairman considers urgent” at the end of the meeting.
- Apart from the initial participation session, the public would continue not to be allowed to speak in meetings.
Minutes of Meetings
Minutes are available from the Clerk within 24 hours of them being approved at the following meeting (no meetings held in August and December). Hard copies are £3.00, emailed copies are free.
Notifications of Vacancies and Elections
Bilingual Statutory notices, including the agenda of the next meeting, are placed on the notice boards by the Police Station and on the door to the Council Chamber (Cawdor Hall) in Bridge Street.
Complaints
The Community Council follows the code of conduct and practice generated by One Voice Wales (Un Llais Cymru). In the event of a complaint not being resolved locally to the satisfaction of the complainant, it can be referred to the Ombudsman (Adjudication Panel for Wales).
